为整顿“为官不为”、“为官乱为”的局面，北京平谷区纪委监察局日前开发了一套电子监察系统，“专盯”全区70余家政府机关人员的违规上网情况。

据《北京青年报》报道，北京平谷区纪委监察局采用“电子眼”监视公务员电脑使用情况，迫使公务员更认真履行自己的职责。
这里的“电子眼”（electronic eye）指的是一套电子监控系统（electronic monitoring system），可以监督工作人员工作时间的上网活动（supervise functionaries' online activities during working hours）。
北京平谷全区70余家处级单位的人员都在电子监视（electronic surveillance）之下，一旦在上班时间“不务正业”，刷淘宝、炒股（trade stocks）、玩斗地主、看黄色网站（visit pornographic sites）等就会被纪委部门实时“逮”住。
所有机关人员一旦违规上网，疏于职守（neglect of duty），便会被记录在案，严重者则全区通报，甚至已有官员因此被调离岗位（being shifted to other positions）。
