The municipality's dog breeders' administrative rules released in 2011 had made such stipulations, but some transport workers rejected guide dogs, being either unaware of the rules or concerned the animals might cause problems. The new regulations aim to reaffirm guide dogs' rights and further protect blind people's safety.
